Those public institutions example, Human Rights Commissions, Security and Anti Corruption Agencies who suppose to protect and defend the rights of their Citizens also to fight corruption in their Countries are not able to carry out such functions because they are also corrupt and abuse. African Governments for example at all levels have not tackle corruption and human rights abuse effectively. For example, Nigeria, The THREE Arms of Government :- Executive, Legislative and Judiciary are corrupt and promote human rights abuse, bad governance, greed, poor accountability, high quest for wealth and unemployment which these have brought serious consequences or effects of poor development, poverty, rise in unemployment, Economic Effect, Crises and poor Education Standard in Nigeria and Africa.

All Security Agencies always violate the rights of the citizens most especially the downtrodden without respect to the Rule of Law and the Nations Constitution. In Nigeria/Africa corruption and Human Rights Violation are increased without any questioning. African Governments at all levels have breached their Oath of Office, they were sworn to protect their citizens, breached the Law of Anti-Corruption, United Nations Charter and African Charter on Human and people Rights including the United Nations Convention against Corruption and Terrorism. All the African Countries have not implemented the United Nations Convention against Corruption which they have subscribed to:
